MJSulib C functions for utility programs

In principle, MJSulib can be built for any platform which has an ANSI C compiler. However, the automatic generation of the "makefile/build-script" only works under UNIX, PCDOS (and compatibles), and Windows-NT derived systems. Specific build-scripts for other platforms (such as OpenVMS) and their various C compilers are a future enhancement.
